Sorry, did not mean to make a huge debate on this forum about our scooter issue in this City.
@Steven - Yes they are legal in MA but I am talking about the Scooter gangs in Chelsea that operate modified scooters usually in a pack of 10-15 around the Salt Piles. They pop wheelies, ride on sidewalks, drive at speeds in excess of 40 mph with modified scooters, do not wear helmets, sell drugs, and cause a menace to most of the residents of District 6.
Many of these scooter gang members are under 18 but are also connected to MS-13 or East Side Money Gang so I suggest not confronting them, but try calling the Police. In the summertime these gangs take over the stoops of many of the houses along Hawthorne, Shurtleff, and Essex Streets which they sell drugs from/drink alcohol and cause many of us not to leave our homes past sun-down.

I agree but it has to be registered. In case of them hitting a pedestrian, who is liable? The Police department for not enforcing it?
A moped is defined by the state as a "motorized bicycle" with an automatic transmission and cylinders of 50 cc or less with a maximum speed of 30 MPH.
You must be at least 16 years old with a VALID DRIVERS LICENSE to operate a moped in Massachusetts.
You must also wear an approved safety helmet, and not drive at speeds greater than 25 MPHs.
You'll need to REGISTER your moped by completing the Motorized Bicycle (Moped) Registration Certificate (Form T20017) and submitting it to your local RMV with a fee of $40, or $30 if registering after November 1st.
The registration is valid for 2 years.
So, they are breaking the law.
