I strolled over to another area, where 15 businessmen were excitedly cutting some kind of huge deal in this forgotten city in the planning office, with the guy behind the desk assuring them they could "avoid the codes." I asked him what codes And Everybody GOT QUIET. I went to another department and asked where the mayor's office was, as I now saw the rats nest was here at City Hall. I was told the mayor's office is never open. I took a picture of the mayor's door with a sign saying the office does not open. I followed the link, read the article, and saw none of the poster's accusations against Mayor Sampayan, nor his family.
Nevertheless, this poster does claim to have witnessed corrupt activity within Vallejo city government, and specifically the Code Enforcement Division. This cannot be let go without investigation. Nor can we accept that Code Enforcement can assign an investigation of itself to itself, and then close it without comment.

Without real evidence, this is going nowhere. As we've said before, in Vallejo government, it is often difficult to decide whether a mess is caused by bad intent, or simple incompetence. It is however true, and rarely discussed in public, that some city staff and agencies are obscenely overpaid, over-staffed, and over-funded, while others -- often those that get most of the criticism here, unfortunately - are paid, staffed, and funded at a poverty level inadequate to get even a fraction of their work done.
At little more openness about how and why our city budgets fall so far outside state and national norms would help to defuse such conspiracy theories and scurrilous political take-over stories.
When communism collapsed in Russia, it didn't take long for "glasnost" (openness) to be displaced by the fat cat bullying oligarchs. It is easy to believe (either in reality, or fantasy) a smaller scale, but similar process following bankruptcy in Vallejo.
