  Keep calling. Keep complaining. Ask that the car be ticketed for every continuing violation. Ask that the car be towed. Just keep calling and don't apologize.

  Weve had the same problem in Wollaston. They simply pay the fine and continue to park where they want. There has never been a resolution , it just gets worse. Ive counted as many as 10 white vans park overnight on a regular basis near me
