These Oil storage tanks are rusting badly and are directly across from single family homes. Its curious that the City allowed these homes to be built so close to this industrial petroleum storage facility, as I see children playing very close to this property quite frequently, but can something be done about these eyesores? Aside from the question of maintenance (if Pennzoil maintains the exterior of their tanks like this, what priority do they give for other maintenance and safety protocols?), can the City cite them for being an eyesore (Nuisance Conditions)? The planning department indicated to me that this area has been rezoned as residential and Pennzoil was grandfathered in, but it seems they should be required to maintain their storage tanks properly. Thanks in advance to our City officials for looking into this matter and advising if anything can be done (e.g is there no requirement that they properly maintain and routinely paint these huge, very publicly visible storage tanks?).

This property does not belong to the City of Alameda Public Works Department who is in charge of City property and the public right-of-way. Your concern is with private property, therefore not under Public Works. I am not sure if this would be under our Code Enforcement, so I am sending a copy of this to our City Building Official, Greg McFann. If you would like to contact him for more information, you can reach Mr. McFann at 510-747-6800.
Sincerely,
Gail Carlson

Hi all, I found that this location was listed as an EPA California Super Fund Site:
ALAMEDA PENNZOIL CO 2015 GRAND ST #CAD047854344
However, it now looks like the site has been archived (no longer active):
From EPA website: This site has been archived from the inventory of active sites.
Site Name: PENNZOIL CO
Street: 2015 GRAND ST
City / State / ZIP: ALAMEDA, CA 94501
NPL Status: Not on the NPL
Non-NPL Status: NFRAP-Site does not qualify for the NPL based on existing information
EPA ID: CAD047854344
EPA Region: 09
County: ALAMEDA
I still think that the City of Alameda Code Enforcement would have some say in this, as these tanks could be considered a Nuisance (visual) or blight under local codes- since the primary issue here is that a property owner (Pennzoil) in a residential zoned district is not maintaining their property adequately. Hopefully the EPA and /or the State (Natural Resources Agency) are monitoring for active contamination. I do not think these tanks will be removed, but they should be adequately maintained -which includes rust being removed regularly and routine painting of the tanks (which is not being done)
I think Keith's suggestion for community members and neighbors to contact a Pennzoil Representative to encourage them to properly maintain these tanks is a great idea. I will see if I can find a name and address at Pennzoil. In the mean time, perhaps the City Manager or Code Enforcement could comment on whether the City has jurisdiction over these tanks and if not, what governmental agency would be most appropriate for community members to contact.
Thanks for every one's input so far and thanks in advance to any input the City could additionally provide... Best regards, GB
