If people are putting trash where it belongs this would not be an issue! Trash is the issue here. Whether coming from overflowing receptacles or careless people. Both are major problems with the Dexter park.
Must you be reminded the definition of the word litter:
1.Carelessly discarded refuse
2.To make untidy by discarding rubbish carelessly
When people have respect, they also have pride. Without the two, you have a park full of trash! Smarten up!
I guess my point is that if people are making the effort to use the receptacles, but the city is essentially saying "We don't really care" by not properly emptying them, people are less likely to put forth the effort. I don't necessarily think that's the right attitude, but it is what it is.
People simply littering, however, is a different issue and one on which I think we agree.
