That car was there on Saturday. There was an older white gentleman and his white dog in it. I thought the dog was abandoned in the car but he appeared with his camera and said he was train spotting.

The person who lives out of this mini van was seen this morning publicly urinating outside this vehicle.

There is a dog leashed to the hydrant by the car on Monday morning last week.

An HPD officer came by to check the VIN to make sure it is not involved in a crime or accident. The license plate is good with no records according to this officer. The van is not parked alongside the hydrant so HPD cannot tow.
