Left turn signal at Otay Lakes Rd to Gotham St. is defective. When making Left turn from Otay Lakes Rd to Gotham St after sunset, the left turn signal will often skip a cycle (some times 2 cycles) and the left turn traffic will be delayed for several minutes. It only does this in the evenings after sunset and this problem is a intermittent issue. It does not happen all the time! I never know when this happens! I have often stopped at the intersection way before the start of the cycle and the sensor will not detect my presence and will bypass the green left turn light. It is very annoying. I am forced to use other routes to avoid this intersection in the evenings. Everything works fine during the day.
