people need to be fined if not using the proper closed lid trash cans - i see grocery bags sitting curb side ready to be blow over by the smallest gust of wind.
My girlfriend lives in this neighbor hood and I am often over there. I often will pick up a few things when I walk around, but we really need a regular cleanup post-trash day here. I'd like to add the abandoned car on 16th St. b/w Washington and Carpenter to this issue.
This street, and the surrounding streets are filthy. It usually starts on trash day until most of the trash blows around and disperses to the trees, gutter or streets. It's the same every week. People put their trash out in Wholefoods paper bags that are wide open, wind blows bag, trash everywhere. Sure the trash men don't make an effort to get the trash in the truck, but if the bags were closed, it would be a non issue.
The city is always looking to take our money anyway, why not start fining people for littering when they leave open containers out on the street? It @#$% me off that people think that's acceptable. It would be great if we could have street cleaning, like every other major city, but that would require people to actually move cars. With the tax crunch and the city budget in shambles, I know street cleaning is not high on the list, but wow do we need it.

The city should take action to enforce cleanup on the 800 and 900 blocks of S 16th St.
