Description
As any commuter knows that gets off on Willow Street in the evening knows, there's almost always an incessant and often verbally angry man panhandling with a homeless sign, muttering at every car audibly.
Opinions on this behavior aside, he stands IN THE LANE of traffic on the left turn side, causing issues for every driver in an already congested and dangerous spot. I've seen cops sending him "away" but then he simply waits at the underpass for them to leave and returns.
Panhandling, IMO, is a socioeconomic lose-lose as it is... but doing so with verbal aggression is not acceptable; nor is blocking traffic and disobeying local authorities. Anyone else?

The area is "congested and dangerous", due to the people driving their cars and the krappy DOT design and CT's @#$% development of decent public transit.
I've never seen or heard the guy to be aggressive, unlike most of the drivers speeding on Willow St., with their stereos blasting.
I suspect that just seeing someone who is poor and troubled is what is upsetting you.

I just heard that he had a warrant out for his arrest and has been picked up by NHPD, so I'd imagine that's not going to help his cause any more than relying on the generosity (debatable perspective) of drivers -- that yes, are pulling over and worsening this DOT clusterf*#@.
He had appeared to find a lot of company in his daily time there, and an outpouring of donations... I hope he finds his way out of the cycle of poverty and homelessness, there is -- albiet underfunded and limited -- organizational supports but panhandling is not a way out but a way to slightly sustain the cycle.
