Non electric vehicles (like this one) are often parked in the only EV spot (other than a handicap space) in the lot. I have reported it repeatedly to the police department and it has almost always been someone working for the department. Since there are no statutes governing parking in an EV parking space, there is nothing the police department can do. The town of Hamden should consider an ordinance to allow police enforcement of posted parking restrictions on EV parking spots. Also, it doesn’t make sense to have one of the only two EV spots restricted to handicap parking. I have never seen a vehicle parked there.

The police officer who answered the phone claimed that there was no CT statute against parking in an EV spot. I did some research and there is indeed a statute which was passed in 2016. The police should at least enforce this law in their own parking lot.

(c) No person shall park in a space equipped with a public electric vehicle charging station, unless such person is operating a plug-in hybrid electric vehicle or battery electric vehicle, as defined in section 1 of this act.

I understand the frustration and inconvenience of this situation, and will certainly take your suggestion to the Mayor for consideration, if an ordinance is applicable for this concern. Also, the public act mentioned does state "No person shall park in a space equipped with a public electric vehicle charging station, unless such person is operating a plug-in hybrid electric vehicle or battery electric vehicle, as defined in section 1 of this act." but does not impose this anywhere in the Act as an infraction and does not specify a penalty. Further review of the Statutes revealed that there are actually bills at the State right now attempting to address this very issue:

However, until either of these Acts are passed there is only the statement of the Act, not an enforcement mechanism.
I will make certain to continue to follow up on this concern, and again, speak with the Mayor regarding addressing the issue.
