Many tents and tarps can be seen from the street, people have been living here for a couple years now. Isn't this is town property? Is it zoned for camping/housing? These appear to be the same people that have been pan-handling throughout the RT 190/220 area. If they are actual town residents, get them help. If they are not, move them along, clean up that area and post no trespassing signs.
