These tires have been at this location for more than “awhile,” and this complaint is submitted with regularity, always acknowledged by COH 311. I think this has even been reported as resolved.

Is this not a matter of COH sending a letter to the owner of the building citing the violation, and providing for any attendant fines for illegal dumping? If not, what enforcement provisions exist?

Good morning the Solid Waste Dept do collect tires and probably not aware that the tires have been out there, plus they just started back with Regular Heavy Trash Collection in April due to Hurricane Harvey. If the tires are not remove in a week, reply back and I'll come back and have the Property Owner remove them. Thanks

The tires are apparently intended to protect the white pipe that is running across the driveway. The pipe is attached to the water meter and looks to be the water supply for the apartment building. So, the root cause is that the owner of the building is choosing not to properly supply water to the building via a buried supply line and instead via a pipe that runs across the driveway. Until that is fixed, I suspect that tires will be a fixture in front of this property.
