Q. Please describe in detail the issue.
A. Smart car parked in a grass spot basically blocking most of the grass walkway (which there needs a proper cement sidewalk to be built because it makes it almost impossible to push my kids strollers over or for them to ride there bikes over without falling). The car hasn't moved in over a week. What is and isn't a legal parking spot and how long can a car park outside like that without ever moving?
