Believe it or not Vallejo uses 911 for this type of non-emergency. You might get a call back in a few business days from the message you left. Vallejo has been training folks for some time to call 911 for virtually everything. So when folks move to a functioning city, they call 911 when the internet or cable goes out. Pretty sure that most would consider it misuse of 911.
