Yesterday while walking my dogs in Tingly Ball Park I found a man and a woman sitting on the hill Visible from Stover Ave. The woman had a tourniquet tied around her leg and the man with a needle in his hand appeared to be searching for a vein. This is an every day occurrence. We have been calling 242-cops since January when the drug camp first appeared. Our eye witness accounts do not factor in for reasonable cause to search. The police have to witness the activity. The people who use drugs know the rule so do not have to worry if we see them. In addition to a well organized camp they have at least one look out car every day parked in the north side of Tingly Ball Park parking lot. We have mostly seen an older model dark blue Jeep and a small white/silver car in the 'look out' site. We have a new White Cadillac as well as newer model cars park, a well nourished man leaves his car and goes to the drug camp for a few minutes gets back in his car and drive away. The bike traffic is constant going to and from the drug camp. We have been told that there isn't anything we can do about it. Calling 242-cops just gets our location an increase in call numbers to identify it as needing more Police Coverage. Since the Police have their hands tied and cannot do anything about it and we have our hands tied it appears that the solution we have is to live with it! I have advocated for two hour no loitering zones in our parks and no loitering in our alleys as well as drug sniffing dogs. It would at least be a start to make our parks less inviting. Even if they changed to work in shifts it would would still be doing something! It is not this bad in every city.
