Has anyone tried contacting animal control, the SPCA, or any local shelters for guidance on who to contact?

these Towns & ctities should have no kill shelters required by law & the money to support them taken out of politicians pay.people need to take care of those left abused by illegal breeders & by the Amish breeding famrs that are only too happy to sell more puppies to replace those killed & or lost.
