  I know its hard for people who CAN afford a cell phone, to even imagine that some cannot. So instead of "removing " the phone, it needs to be repaired. Especially for emergencies.

  If this is on private property, I doubt that Public Works will remove it and don't hold your breath, if it's referred to Code Enforcement which is overwhelmed. In a similar situation, at the request of the Manager of Peet's on Lakeshore, I contacted the phone company that installed the phone and they came out and removed the phone but left the enclosure. If you decide to pursue this on your own, make sure to tell them to take both.

  Believe it or not, there are actually people who do not have, or can't afford a cell phone. So instead of punishing people who may need to make a call on this phone, the city needs to repair this, and other phones. And the police need to start issuing citations for vandalism.
