Pinellas County Code Enforcement assigned this issue to Pinellas County Public Works - Traffic Engineering

It is not illegal to park on public right-of-way, unless, as you've noted, it is posted NO PARKING. However, It cannot be abandoned or be parked long term in the right-of-way, and the the Sheriff can monitor that. I believe that there may also be an ordinance for parking commercial vehicles in residential areas, but Code Enforcement would have to confirm that. I will assign this to Code Enforcement to see if they are able to help. If not, I'd recommend assistance from the Sheriff's Office.

This is inside a residential neighborhood. Per the code enforcement website, trucks are not to be parked in residential neighborhoods. I hope that the county addresses it immediately

For this to be a code violation we must have an address of the property owner to create a complaint. This has been assigned to the Sheriff's Office who can run the plate and find the owner. Thank you.

What is the status of this code violation? The semi remains parked in a residential neighborhood. We have been more than patient. On Saturday, we contacted the sheriff’s office and was told it’s a resident and to contact the county. Sunday we called the company that owns the truck and they said they would contact the driver. Monday you responded that you’ve turned it over to the sheriff to get a name and address and still nothing. This person is an irresponsible driver dodging storage fees, ruining the entrance to our residential neighborhood and county property. What is the point of this website if you do nothing? It doesn’t take 3 days to get a name and address from the sheriff. This person is fully aware they shouldn’t be parked there and does not care. This is not the first time they’ve parked there.

Several Home Owner's Associations (HOA's) may make up their own rules regarding that, but a violation of that would be the HOA's issue not the Sheriff's Office.

This is in the right of way. There is no address. The semi is being parked overnight. Thank you for your help to get this removed ASAP.
