Eleanore - it's not really a 'gripe' - just letting CT DOT know that there is some garbage in a bag for pick up. :)

I've notice more of these in the area right before the I-95 starts splitting from the exit; perhaps a cleanup is underway, and the bags just haven't been picked up yet?
