Thank you for your concerns. Code Enforcement is unable to site the property owner for multi people living in the home or who can come and go. The property owner will receive a Notice for weeds in the alley way. There are no City ordinances that state property owner must maintain the lawn. No other violations where found. Code Enforcement will forward your complaint to Gallup Police Department for traffic violations to be enforced.

Code Enforcement Officer is forwarding U turn complaint to GPD.

Why has the issue taken so long to be addressed?? Are you saying there are no zoning codes to prevent a homeowner letting more than 4 or 5 non related (or no relationship other than money) from living in a single family home? Fire codes?? Health Code???

Hmmm...maybe the city shd reevaluate their current codes and determine how best to enforce them rather then trying to secretly jam thru a whole set of new codes. Luckily members of the zoning board alerted members of the public and the local media....... there always needs to be transparency.

if zoning will not do anything, what is a resident supposed to do?? There are days when the house has upwards of 6 cars for people living in the home (blocking driveways.... causing traffic concerns etc etc) I know you say call the office but that has already been done several times and the concerns were ignored. The point of this web site was to give citizens the ability to bring issues to the attention of the city (anonymously if necessary) in a format that is documented.

There has been a police presence in the neighborhood for the past four weeks. There has been very little traffic and only one citation issued for traffic violations during this time. There has been no u-turn violations witnessed.

This issue continues to be a problem. This particular homeowner actually has parking in the front and back of the house and does not allow his renters to park in the back. he instead encourages them to "park where they can". Neighbors have spoken with the owner and asked him to utilize his additional parking in the back of his home to help alleviate the congested parking in the streets and in front of other peoples houses. This neighborly gesture of suggestion is not acknowledged. These renters leave their cars for some times days at a time in front of others homes. People utilize the area in front of their homes and have for YEARS without issues. Five people unrelated living in a house, five cars,,, Multiply that by the number of houses on any street in this town and you have a huge issue. There has got to be some peaceful resolution.

I apologize you are not satisfied with the response and understand your frustration, however, as Planning & Development posted, "the current code does not have regulations to address or prevent a homeowner from renting out rooms." Also, the city can not restrict certain citizens from parking on certain parts of the streets. In the future, please refrain from reopening closed cases. You keep suggesting that we call your office. That was the first step taken and I was ignored and made to feel as we were annoying you with a "non-serious" issue. When we took the issue another level up and we were told to use this website. So now you are saying "go away" and "dont use this web site anymore". At what point will there be an acknowledgment that as a taxpayer/homeowner I have the right to the expectation that the zoning and code office will do the job it exists to do???? This issue is not going away until it is properly addressed.....

I was talking with a neighbor about this issue and they told me about this web site. This thread is a very interesting read. It is so nice to see the city support the homeowners (and business owners) that actually contribute to the bottom line of Gallup's finances (taxes, hiring employees, GRT). Just so you understand, that was sarcasm.

Yesterday, the house in question had so many cars parked there that the sidewalk was blocked. This forced people to walk into the street to continue on.

This issue is going from a simmer to a boil. I know personally I will be going to other departments in the city to deal with this issue. From my neighbors perspectives....the zoning department has turned its back on the very citizens it should be helping. I see messages about calling the zoning office.....why would a citizen do that?

If the city says there is nothing else to do, why do you keep re-opening this thread? do you think just because you own a house that entitles you to special privileges?

No jeff....not special privileges. I expect that the zoning/code depart to uphold their mission statement, one of them being:

" By investing in the community, they are expecting police, fire, and zoning protection. The zoning protection assures them that they can reasonably expect their property investment to hold and/or increase in value"

this issue is not a one on one matter. There are many homeowners on the surrounding blocks that are concerned about this. Since several people have already called and there seems to be a lot of info floating out there, this would be the most efficient forum to discuss any updates or new information.

So under current zoning ‘boarding houses’ are allowed? There are 3 already on this block it seems.

In the last few days I have had several random conversations with neighbors. The common theme of all the conversations was this issue and the parking issues this house is causing. Reading thru all the comments it is almost comical that the city rep that is doing all the replying absolutely refuses to directly answer peoples comments. Then I saw this in the paper and it is all beginning to make sense

Sounds like the zoning dept tried to quickly push thru new zoning and land development standards without proper public input, transparency, or scrutiny. Now even the actual Planning and Zoning commission ( the the zoning dept answers to) is pumping the brakes and forcing changes. Fun to watch our tax dollars at work.
