This has been addressed with traffic control. Their response is that cars are supposed to follow the signs next to the traffic signals that say yield to pedestrians. They don't, however. So people have the walk sign to cross Madison at the same time people coming out of the park have the Green Arrow to turn left onto Madison and they end up turning into pedestrians and honking and yelling at people.
