I attended a Whitneyville Civic Association meeting recently. I was told that Caroline St was a “2013” street meaning that was the earliest anyone had complained about the sidewalk. We were also told that an exception would be made for any sidewalk that had a drop- off of more than 2”.

We have only lived here since 2016. But after speaking with neighbors who have lived here for decades, we don’t know why we’re listed as a 2013 street. After the tornado hit here in 1989, our neighbors complained of sidewalks that had been damaged by uprooted trees. The city came and inspected the sidewalk and approved it for replacement using funds designated for that purpose. For two years the neighbors were told it was “in the process” but nothing was ever done. That was almost 30 years ago!Neighbors continued to lodge complaints in the intervening years, including after a major snowstorm caused further damage.

Furthermore, there are multiple places in the sidewalk on both sides going all the way up the hill from Hall Street where the dip in the space between the surfaces is 2” or more and in one case, along the curb, it’s 7”. In addition, there is an area between Morris St and 51 Caroline St where the sidewalk has completely worn away. There are a great many very elderly residents here and it’s only a matter of time before one of them falls.

We realize the city is dealing with th aftermath of the recent tornado but urgently request that Caroline Street and the blocks nearby be placed at the top of your list for sidewalk replacement as soon as possible. It’s been over 30 years since those exact same sidewalks were inspected and approved for replacement and they’ve suffered more deterioration and damage since.
