I attended a Whitneyville Civic Association meeting recently. I was told that Caroline St was a “2013” street meaning that was the earliest anyone had complained about the sidewalk. We were also told that an exception would be made for any sidewalk that had a drop- off of more than 2”.
We have only lived here since 2016. But after speaking with neighbors who have lived here for decades, we don’t know why we’re listed as a 2013 street. After the tornado hit here in 1989, our neighbors complained of sidewalks that had been damaged by uprooted trees. The city came and inspected the sidewalk and approved it for replacement using funds designated for that purpose. For two years the neighbors were told it was “in the process” but nothing was ever done. That was almost 30 years ago!Neighbors continued to lodge complaints in the intervening years, including after a major snowstorm caused further damage.
Furthermore, there are multiple places in the sidewalk on both sides going all the way up the hill from Hall Street where the dip in the space between the surfaces is 2” or more and in one case, along the curb, it’s 7”. In addition, there is an area between Morris St and 51 Caroline St where the sidewalk has completely worn away. There are a great many very elderly residents here and it’s only a matter of time before one of them falls.
We realize the city is dealing with th aftermath of the recent tornado but urgently request that Caroline Street and the blocks nearby be placed at the top of your list for sidewalk replacement as soon as possible. It’s been over 30 years since those exact same sidewalks were inspected and approved for replacement and they’ve suffered more deterioration and damage since.

We are currently in northern Hamden addressing tornado damage and then will be back to the other locations. We anticipate the tornado damage will take 1 to 2 weeks to complete.

We have requested more for the next capital allocation.
All Town departments submit our annual capital improvement budgets in January of each year. The Capital Budget is part of the annual budget process. The process determines how much money is available and how much the Mayor and the Legislative Council can approve.
No one wants to see their tax bills rise. The Mayor and Legislative Council have to make very hard decisions on how much money goes where. We, at the department level, try very hard to make what we get go as far as possible.

An additional $100,000 has been approved by the Council via LoCIP funding. There is a process to getting the approval of the money from the State. Once it is approved, we will be assigning more sites to be worked on.
We have released almost $350,000 for construction (both amounts of money had location restrictions) and once this work is completed and the commitment to fund comes from the State, we can assign more work. We anticipate a month or so for both of those factors to be resolved..

The Legislative Council has begun the process to approve money for sidewalks. The first approval (Committee) was conducted on September 3rd for two allocations. The second meeting is scheduled for September 16th. If at the second meeting (regular Council agenda) the requests are approved, then we will apply for the LoCIP money from the state and the 21 day required open period will begin for the bonding request. there are two requests in for funds.
After the funds are secured, we will release purchase orders for the contractors. Given the soonest that this can occur is some time in October, we are then dependent on the availability of the contractors and the weather.

We can confirm that the purchase order for the work is being released.
We do not have a solid date on when the contractor will start or finish because of weather. Concrete is temperature and rain sensitive. We anticipate construction to begin within the next two weeks and we are hoping to be completed (shy of grass growing) before December.

We have been in winter shut down up until a few weeks ago. (mostly because of temperature), The crews are working again and should be able to complete the assigned work within the area shortly.
We are temperature and weather dependent. If it gets below 40F or rains too hard, we have to delay work. At this point it is days delays rather than months which happens over the winter.
