Are you referring to a homeowner? Mow it yourself if it concerns you so much. Unless the person signed a neighborhood agreement when they moved in, then they are free to have their lawn any way they choose. Worried about your home value going down? Well, like I said, go knock on their door & offer to mow it yourself.
