The picture is taken from on the gravel block of Foster Place, between Rice St and Hall Place. See attached areal map. The lot is owned by Fulton County and there is a lot of garbage buried under the kudzu.
It’s been over a month and Fulton County has made no effort to maintain this lot. Fulton County should be held to the same standards as privately owned lots.
Fulton County is the owner of the property - this should be a no-brainer. City of Atlanta should hold Fulton County accountable to the same standards they hold tax paying residents and unmaintained county property should not ever be an issue.
Each code enforcement case is handled within the same protocol, procedures, and timeframe, no matter the owner. We have to allow them time to update the record since the last action was documented on 6/27. We apologize for the inconvenience.
As of today, the property of 900 Rice St NW (case #CC-2018-04173) has a pending status advising we mailed the notice for the violation. It appears there is a reinspection of this property within the first full week of August. This case will be updated once that occurs. I will email the supervisor regarding your complaint, thanks!
It will be a welcome change to have Fulton County start maintaining their property in our neighborhood. We have been fighting Fulton Co to maintain their properties for years.
The reinspection for this property was rescheduled. We will continue to check for updates while reaching out to the assigned team for further information!
We have been advised there is a current backlog in cases handled by the Public Works Department. When provided more information, we will ensure to update!
We have been advised that there is a backlog on cases referred to our Public Works Department. We apologize for the inconvenience and for further details, please contact the case’s assigned supervisor, Officer Jones at 404.546.3837 or at ecjones@atlantaga.gov!

Its been over a year and Fulton County still hasn’t made any efforts to maintain their property to the legal standards. The city of Atlanta seems to look the other way and not hold Fulton County to the same standards as city of Atlanta residents. This mess needs to be cleaned up and maintained or sell it to someone who will.
For updates on the existing case with the Public Works Department for this property, contact Supervisor Officer Jones at 404.326.7225 and ecjones@atlantaga.gov.

The ,kudzu may be dormant, but all the vines are still present and the weeds are starting to grow again. The garbage that was covered up by the kudzu is more visible now. No efforts have been made to clean up this lot.
There needs to be another case made for this property, the last case was recently closed. We just issued another case for the property and we will be inspecting briefly via case #CC-2019-02449.
Thanks for the update. Last weekend we drove Barbara this parcel and the parcel on Niles with all the tires so she could see what we have been trying to get cleaned up.
Sorry for the inconvenience, we understand your frustration. Per the Deputy Director, the best course of action is to contact the officer handling the case directly using their City of Atlanta contacts. We understand you addressed this in the NPU meeting with Officer Russell and online. At this point, please reach out to Officer Russell's direct supervisor. I would suggest sending a follow-up email after you have made your call, this will ensure there is a record of your concern on file with the city. You can also address your complaint in person Monday- Friday 8 am to 5 pm at 818 Pollard Blvd SW or calling them directly at 404.546.3801.
Please advise on how you are making contact with no response so we can better address this situation. We also need to ensure we are providing the most accurate contact information we have on file. Thanks!
It’s been over a year and there hasn’t been any effort to maintain this parcel. We have personally escorted Officer Russell to this lot multiple times. We have reported this lot to officer Russell’s supervisor. We have personally escorted multiple team members from ATL311 to this lot. We have escorted members of Council Member Antonio Brown’s team to this lot. The lot remains out of control and no one has been able to hold the property owners accountable for their negligence.
This case has been referred to our Public Works Department for assistance in cutting the grass. Typically, the City of Atlanta does not maintain private property. As a courtesy, Public Works will assist in providing resources to cut the grass in extreme circumstances. Unfortunately, this process could take up to a year or more and there is not a way to expedite it. This case was referred to our Public Works Department on 6/06/2019, we apologize for the delay and appreciate your patience.
As we have established multiple times, this is NOT private property. This property is owned by Fulton Co. Since it is not private property it should be easy to get Fulton Co to abide by the same laws and ordinances that residents do. Fulton Co mows part of the lot adjacent to this one so they shouldn’t mind keeping the mower running and finishing the job.
Good morning, Knox. We apologize for the inconvenience and have looked further into the case. The previous Case# CC-2019-02449 was closed as being complied. We issued a new Case # CC-2019-06382 to have this area inspected tomorrow, 7/30/2019, by Officer Jessica Russell. Please direct any concerns to this Officer directly at 404-780-3450 or jbrussell@atlantaga.gov.
It appears that Officer Russell closes cases without actually inspecting the site. This isn't the 1st case that was closed without being resolved. The kudzu and weeds are out of control on this lot. Some of the weeds are over 6ft tall. This parcel as not been mowed at all in 2019.
Hey there, Knox! As of today, the property of 900 Rice St NW (case #CC-2019-03102) has a pending status advising it has been referred to the Public Works Department. There is not a time frame we can provide, however, the assigned officer to this case may have further details. Officer Russell can be reached at 404-780.3450 or jbrussell@atlantaga.gov and his supervisor Officer Jones can be reached at 404-546-3837 or ecjones@atlantaga.gov as well. Hope this helps!
Fulton Co had allowed this lot to go unmaintained for years. It is long past due that Fulton Co be required to meet the minimum standards and code compliance that private residence have to meet.
Good afternoon, the Code Enforcement Division can be contacted directly to inquire about the longevity of the research and will also be able to provide further information on how this process occurs. If the contacts we provide are not responsive, please advise on how you are making contact with no response so we can better address this situation. We also need to ensure we are providing the most accurate contact information we have on file.
These are Fulton Co properties. You can probably walk down the block to discuss this with them. I do not find it acceptable that you try to pass the buck to me to do your research or follow up with your co-workers. Those are your responsibilities. I have my own full time job.
Many years and many entries here and still nothing has been done to control the kudzu and weeds on this property. Some of the weeds are over 6 feet tall. No one has bothered to pick up all the trash that has accumulated under all the weeds and kudzu. I do not understand why Fulton Co gets a pass to break the law and tax paying citizens do not.

I have contacted ATL311 and I expect ATL311 to manage the case until it is completed. I already have a full time job and can't act on behalf of ATL311 to track everyone down and research property owners for every case.
We understand your frustration and apologize for the inconvenience, Knox. The ATL311 contact center only ensures the appropriate department is notified based on the customer's concern. We have updated the case with every concern you have made through our department. If you are not getting the resolution you need we strongly suggest contacting the Officer's Supervisor or going in person to 818 Pollard Blvd SW and speak with a supervisor in person. Would you please elaborate on what ATL311 can do to assist you further in this process as we've contact Code Enforcement numerous times on your behalf? Are you not able to reach the Officer or Supervisor on your attempts to contact Code Enforcement directly?
We will be sure to advise the Code Enforcement Division of any additional information, violations, and concerns regarding this case; while requesting for updates accordingly.
It’s been years and there has been no effort to maintain this lot. The kudzu and weeds may be dormant now, but they are still there along with the garbage. Code Enforcement needs to hold this property to the same standards as all the adjacent properties.
They have been aware of it for years and we have personally showed them the lot since they weren’t able to find it. It’s long past time that Code Enforcement did something about it.
This case was last updated on 10/01/19 and this current status provides them 90 business days to update this case. We will be able to reach out at that time to request an update.
Its been 2 years - the kudzu and weeds are still there as well as all the garbage. There have been no efforts to maintain this property. Code Enforcement needs to hold this property to the same standards as all the adjacent properties.
Good evening, Knox. Case #CC-2019-03102 has been noted referring this property to the Code Enforcement researchers. For additional information, please contact Cassandra Barber at 404-546-3810 or 404-695-7472 and cbarber@atlantaga.gov.
Please inform your researchers that we established 2 years ago that this property is owned by Fulton County. Fulton County Jail representatives have informed us that they are intentionally letting the lot be over-grown and used as a dumping ground for garbage so they don't have to maintain it. The lot is not code compliant and needs to be cleaned up.
Good morning, Knox. If you would like additional information and details, the code enforcement division would need to be contacted so it can be provided directly. We do not house that information regarding the longevity of each case and how it is processed. We only house general information for these issues and have the ability to direct you to the responsible party if needed.
We took Calvin, the Fulton County Commissioner's Chief of Staff by this property and other Fulton County owned properties that have open cases for years this week. He is disappointed in how things have been handled and has promised a resolution for us.
661+ days, multiple 311 and code compliance complaints, multiple in-person tours of the property and still NO progress or improvements or even the slightest amount of effort to correct the situation and bring this property up to code.
Good afternoon, Knox. Case #CC-2019-03102 has a pending reinspection scheduled for 3/24/2020 and will be updated thereafter. Thanks for keeping us up to date!
This case will be updated after the re-inspection occurs. For more information regarding this process, Officer Russell can be reached at 404-546-3813 or 404-780-3450 and jbrussell@atlantaga.gov. Supervisor Jones can be reached at 404-546-3837 or 404-326-7225 and ecjones@atlantaga.gov. Hope this helps!
Officer Russell has known about this situation for over 2 years and had done absolutely nothing to resolve it. She does very little to help with our code compliance issues and is not at all helpful.

Good morning, Knox. The Atlanta Police Department Code Enforcement is currently teleworking due to the Covid-19 Pandemic. They have advised that all properties will be physically inspected once the City of Atlanta resumes normal operations.
are you saying The Atlanta Police Department Code Enforcement cannot inspect properties because they are working remotely? That makes absolutely no sense at all.
The contacts we provided above should be able to inform what exactly that means for inspections. We are just advising what we are relayed, we apologize for the inconvenience.

Officer Russel is completely useless and full of excuses for not actually doing anything. Officer Jones yells on the phone when any of us call him. I prefere to keep my comments and report the violations here where there can be a record of them.

It sounds like you are familiar with how to reach them and should be willing to provide that service. I already have a full time job. I shouldn't have to find the issues the city is ignoring, report them, and track down the people that should be fixing them. This issue is over 4 years old. I think the citizens of Atlanta have been patient enough waiting for city employees to do the minumum required to do thier jobs.
Code Enforcement contacted the owner of the property, which is Fulton County. Per Anthony Spencer, the Engineering Administrator for Fulton County, they advised Code Enforcement that a crew will address the overgrowth issue within 5 days.

According to the info at the town halls and other meetings, it’s the responsibility of ATL311 to track code compliance issues until completion. It’s been over 5 years, please do the needful and get this issue resolved.
