The drain is currently clean but it needs to be re-engineered. It clogs with every heavy rain and on multiple occasions has resulted in car accidents and the fire department closing the road until the water level went down.

The current drain is a grate and should be an open drain as shown in the photo to allow for better water flow.
Checking to see if there are plans to re-engineer the drain at 3942 Saint Johns Ln Ellicott City, MD 21042? Drain still clogs every time there is a heavy rain.
I will submit your request to our storm water Engineering Department. Highways maintains these structures after they have been built and turned over to the County.

I reviewed your request for information concerning the outfall pipe located between 3938 & 3934 Saint Johns Lane. Based on my research, I did not find any easements were conveyed. I attached the plat for that area showing the r/w, it was hard to tell if the pipe might fall in the County r/w.
Distance from center line to outfall of pipe is 24.4’, after that is private. It would be up to the homeowner to regrade the swale after the outfall to allow water to flow. The plat shows the county only has ownership/easement of the pipe from inlet to outfall. Will check to see if a different style grate will work for the location.
The drain in question is circled in blue on your previous photo. This is the one that clogs regularly and requires the police and or fire department to stop traffic. It has also been the cause of several accidents over the years.
