Homeless Vagrants illegally sitting on CAT bus stop bench causing CAT buses to ignore (drive past the stop) people waiting at the CAT bus stop

COR, then pass a city ordnance applying the Moore Square Transit Mall's "no excessive malingering" rules to ALL of the OTHER CAT BUS STOP BENCHES / BUS SHELTERS in the city of Raleigh !
