Observed vehicle idling for quite some time. The truck was not being used for any purpose. The driver and passenger were texting on their personal phones. I asked the driver if he could turn the engine off and he said "why," and the passenger laughingly asked if it was for the environment. I said for the environment and for rate payers. The passenger was still smiling about his environmental joke. The driver continued to ask why he needed to turn off his engine. I explained that it was a waste of gas and polluted the air, and PECO probably would not like to waste the gas. He eventually turned it off.
