In addition to the fact that a tenant could not be bothered all weekend to pick up this tipped-over trash receptacle which had fallen and spread rubbish across the sidewalk, the underlying problem is that the landlord allows this trash receptacle to be kept on this narrow front yard, in violation of section 18–111. I hope Code Enforcement will address this problem with the landlord.
