This is a wider angle view of Nuese River Trail entrance. Ordinarily the curbing for city sidewalks is flush with the road for handicap accessible with a ramp at intersections. The same code should be relevant at this location and it does not comply from a consistency standpoint.

I will refer this to the Parks Department, however all construction performed by the City conforms to building codes. I will confirm your observation about curb access, however the ADA guidelines control where curb access is required and this access is for aiding access for the handicapped. It would not be done for the convenience of bicyclists. I will post an update when staff has a chance to respond.

Thank you for submitting to City Parks and Recreation. I must insist this is not a convenience request but it is safety from personal injury and prevention of damage to personal property. At the time of the incident at 7 PM as dusk is at 7:30 PM, I had no warning nor any contrast to see where the sidewalk was raised by a 4 inch curb. This was my first time riding in this direction on this sidewalk so I had no prior experience. I will not make the same mistake twice but I foresee this as an accident waiting to happen.

136‑44.14. Curb ramps or curb cuts for handicapped persons.
(a) Curbs constructed on each side of any street or road, where curbs and sidewalks are provided and at other major points of pedestrian flow, shall meet the following minimum requirements:
(1) No less than two curb ramps or curb cuts shall be provided per lineal block, located at intersections.
(2) In no case, shall the width of a curb ramp or curb cut be less than 40 inches.
(3) The maximum gradient of such curb ramps or curb cuts shall be eight and thirty‑three one‑hundredths percent (8.33%) (12 inches slope for every one‑inch rise) in relationship to the grade of the street or road.
(4) One curb ramp or curb cut may be provided under special conditions between each radius point of a street turnout of an intersection, if adequate provisions are made to prevent vehicular traffic from encroaching on the ramp.
(b) Minimum requirements for curb ramps or curb cuts under subsection (a) shall be met (i) in the initial construction of such curbs, and (ii) whenever such curbs are reconstructed, including, but not limited to, reconstruction for maintenance procedures and traffic operations, repair, or correction of utilities.
(c) The Department of Transportation, Division of Highways, Highway Design Section, is authorized and directed to develop guidelines to implement this Article in consultation with the Governor's Study Committee on Architectural Barriers (or the Committee on Barrier‑Free Design of the Governor's Committee on Employment of the Handicapped if the Governor's Study Committee on Architectural Barriers ceases to exist). All curb ramps or curb cuts constructed or reconstructed in North Carolina shall conform to the guidelines of the Highway Design Section.
(d) The Department of Transportation, Division of Highways, Highway Design Section, is authorized and directed to provide free copies of this Article together with implementary guidelines and standards, to municipal and county governments and public utilities operating within the State. Your response to Mr. Morgan did not address his point that you are in non-compliance with the NC State standard safety regulations: the City is more than likely susceptible to future liabilities by leaving the door open for more injuries and damages if this is not addressed in a timely manner. This matter needs to be dealt with urgently.

I don't understand how Wake County residential sidewalks have ramps that comply with DOT guidelines and Parks and Recreation did not receive a violation from the Inspector? This does not satisfy the illustration of what the ramp is suppose to resemble.

The Parks and Recreation Department has responded. We have painted the curbs with safety yellow paint.
