This house leaves its garbage and recycling totes out 24/7. It is Friday; trash pickup was Tuesday. Still there. This issue never goes away. Can you please fine them enough money that they’ll remove the bins from the sidewalk?

The problem with speaking to the residents are you do not know how they may react and if the city decides to do something they may blame you for reporting them. I would just call public works 203 946-7700
