Description

The traffic on Library Place at this intersection with Stockton Street gets backed up in both directions on Library Place. Can you please examine the viability of:
1. Marking Left Turn Only lanes in both directions of LIbrary at this intersection, or
2. Extending the time the Green light is on for traffic from Library Pl to clear, or
3. Implement both.

This problem is particularly acute at rush hour.
