Police have been called when this activity has been witnessed. Why would you assume that 911 was not called? This site allows information to be communicated to neighbors and community groups which would not necessarily be distributed by calling the police.

this is a site to get things fixed. 311 can't do anything about it. call the police and talk to your neighbors to tell them what's going on.

Do you work for this site? As stated the police have been called when this activity is observed. It was my impression that this website was meant to track local issues and while 311 is on the notification list so are the local police precincts (do they care about L&I issues or any other issue 311 would handle) and community groups as well as neighbors in the surrounding area that the poster may not know or come into contact frequently. While 311 may or may not open tickets based on posts this site, it is not 311's online reporting tool which is through phila.gov/311 and 311 uses publicstuff.com to open and track tickets. Obviously this site does not replace 911 and it was clarified that this post was not the primary notification to the police that begs the questions: is the intent of this site to track and communicate local issues or is it purely a third party 311 reporting tool?
