I've learned that the City Attorney has advised City Council and the City Manager that what AT&T is doing is in fact against law. Well duh. I've also learned from Mr. Doug Tucker, AT&T Area Representative that ALL of his staff are aware that they need to clean up their debris; however, the problem is not stopping, and hasn't for 8 MONTHS. This means that AT&T staff is knowingly breaking the law, committing a misdemeanor to be exact. Apparently this is the person who has been assigned to oversee the handling of this issue:

I'm calling on Councilpersons Susan Wengraf, Gordon Wozniak, Kriss Worthington, Laurie Capitelli, and Darryl, who are all Facebook friends with Ms. Leslie, to post on her wall that you want AT&T technicians to discontinue committing misdemeanors in our City and pick up their debris.

BMC Chapter 12.40.080 prohibits any person, company or corporation from throwing, depositing or dumping debris, litter or rubbish in public places.

BMC Chapter 17.20.050 states that no person shall throw, deposit, leave, maintain, keep, or permit to be thrown, deposited, placed, left upon any public or private place any trash, debris or litter that might be or become a pollutant that enters the storm drain system.
