The guys are working on the fence now...8:38pm? and no one notices?

I have addressed the issues with the property owner and the renters in the house. The fence was originally damaged during hurricane Irma and in January we gave notice to the owner to get the fence repaired. He finally got the materials and labor to do the repair. He has been advised the workers can not work before 7:30am or after 6pm Mon-Sat. If you see workers outside of those hours, please call the Belleair Police Department and any on duty Officer can respond to address the issue as it is happening. The homeowner informed me he is bidding out the replacement and some additions to the fence. He is aware that at that time he will need to get a permit from the town as it will be more than just a temporary repair/replacement to an existing fence.
