Having said that, I haven't myself seen the problem recently (I would have flagged it immediately!)

This issue will continue to be reported and continually closed each time someone insinuates the issue is resolved.

Sorry to bust your bubble, but TT&P Director Doug Hausladen closed the last ticket after comments were posted by steve21 and Peter Morgan which gave plausibility that the issue was actually resolved.
Please don't blame me for preaching to the choir. Doug Hausladen is the director of TT&P so he's the one who calls the shots. It's a shame tickets have been closed based upon a few short comments instead of concrete statistical analysis of the traffic light intervals.
During an interview with the Hartford Courant in September 2016, Mr. Hausladen made the following comments:
"I am a hard-core lab scientist. I build hypotheses, test them and throw them out as soon as they fail."
Well, it appears the traffic lights at the corner of Edwards Street and Prospect Street need a little more statistical analysis before being thrown out.
Please contact me if you want real help. I wish to provide results that our city apparently cannot. I'm not even an alderperson. I'm just some regular dude who sees what our city's employees don't.
