The city and state are VERY AWARE that Home Av and Flynn Av were never intended to be trucking freight lanes, which they are being used as. The intersections at the core of these trucking routes, just off of I-89 (acting as an extension of that highway) are also heavily used pedestrian and bicycle routes. If best practices have been utilized at these intersections based on current pedestrian and bicycle use patterns combined with UP-TO-DATE vehicular traffic studies (E-commerce boom has increased freight traffic by at least a factor or three) than perhaps negligent is too strong a word.
I agree that there is only so much a city can do to increase the safety at busy intersections using the tools available other than building a pedestrian bridge. What I find negligent is the volume, weight and type of traffic that is forced onto and through these intersections, especially Shelbirne Rd. to Home Av. and Flynn Av.
Pedestrians and cyclists are increasingly forced to interact with massive tractor trailers turning onto Home Av. and Flynn Av. The volume and type of traffic is much greater than what these streets were intended to handle. So, if you have constant traffic backed up at intersections with impatient commuters primed to "go for it" in order to get out in front of massive 18 wheelers barreling down Shelburne Rd, you have an extremely dangerous situation. This dangerous situation turns negligent when someone is hit, which has happened before and almost happens all the time. I know, as myself, my wife and kids have all had extremely close calls at the Shelburne Rd - Home Av intersection.
