  That whole area really needs a complete redesign. T-off the shopping plaza and 189 entrances and get rid of all the on/offramps. It’s a nightmare for pedestrians!

  We expanded the walk times to meet new required minimums as per the 2009 Manual on Uniform Traffic Control Devices about 6 years ago. This signal runs a 70 second cycle most of the day. There is literally not a second left to spare within this cycle. A consultant has looked into timing improvements for Shelburne Road from I-189 to Prospect Parkway. We are waiting for the results of the study. One of the expected results is a longer cycle length for the peak periods. Another thing for us to look at is whether our 70 second cycle is still desirable from an operations point of view. This signal is on our capital upgrade list this year. In addition to new vehicle signals, two electric "no turn on red" signs will be installed to help pedestrians during the initial portion of the crossing time. This should greatly help at this difficult corner.

  I have lost count at how many people turning right on red have nearly run into me. Thank you for taking action to prevent this from continuing.

  Extremely dangerous intersection with families, elderly people and wheelchairs trying desperately to make it across Shelburne Rd. with light. Many drivers DO NOT look for pedestrians when making a right. Extremely dangerous and negligent situation.

  When I started here 31 years ago, one of the things I needed to be assured of was that the city was committed to regular capital upgrades for the signal system. If they were not, you could legitimately call it a negligent situation. Most large signal upgrades have a pedestrian safety component as a major reason for the upgrade, such as at this intersection. The fact that the city has continued to fund expensive upgrades over the years demonstrates an ongoing commitment to safety. Crossing a busy street is never going to be completely danger-free. Turning colored lights on and off in front of people does not guarantee safety. It requires care, caution, and courtesy from all involved to minimize risk. We cannot "guarantee" safety with the new signal upgrade. But we can perhaps make it a little bit more orderly, and communicate a better interaction between cars and pedestrians when the upgrade is complete.

  The city and state are VERY AWARE that Home Av and Flynn Av were never intended to be trucking freight lanes, which they are being used as. The intersections at the core of these trucking routes, just off of I-89 (acting as an extension of that highway) are also heavily used pedestrian and bicycle routes. If best practices have been utilized at these intersections based on current pedestrian and bicycle use patterns combined with UP-TO-DATE vehicular traffic studies (E-commerce boom has increased freight traffic by at least a factor or three) than perhaps negligent is too strong a word.

  I agree that there is only so much a city can do to increase the safety at busy intersections using the tools available other than building a pedestrian bridge. What I find negligent is the volume, weight and type of traffic that is forced onto and through these intersections, especially Shelbirne Rd. to Home Av. and Flynn Av.

  Pedestrians and cyclists are increasingly forced to interact with massive tractor trailers turning onto Home Av. and Flynn Av. The volume and type of traffic is much greater than what these streets were intended to handle. So, if you have constant traffic backed up at intersections with impatient commuters primed to "go for it" in order to get out in front of massive 18 wheelers barreling down Shelburne Rd, you have an extremely dangerous situation. This dangerous situation turns negligent when someone is hit, which has happened before and almost happens all the time. I know, as myself, my wife and kids have all had extremely close calls at the Shelburne Rd - Home Av intersection.
