Is this part of the homeless encampment on Caltrans land near the Webster St tube or another area? That encampment on Caltrans land is scheduled to be cleared on Wed. If this is in a different area, but on Caltrans land, they need to be contacted if it's been there a month. They say they clean out their areas every two weeks. Contact info for Caldrons:

This entire block of 5th Street and around the corner on Webster Place is COVERED with piles of trash and (like Chris) has been reported numerous times (by me) only to see the report "closed out" after one small pile or trash has been removed. This area needs police and public works attention on a regular basis. Please escalate this to the top of the list!

I don't see why everyone is wasting city of Oakland staff time. As everyone indicates, this is on CALTRANS property. The city only emails CALTRANS with your report and then closes the problem. CALTRANS has a schedule for cleaning litter and homeless camps. I have found you get quicker and better response talking to CALTRANS directly and not relying on the City of Oakland to be your proxy.

If CALTRANS fails to clean up the area after the next monthly cleanup after you report it to CALTRANS, the city can discuss it at their monthly meeting with CALTRANS.

Please try talking directly with CALTRANS and you might be surprised that the matter gets resolved.

I called and spoke to a very nice person at Caltrans who took my info and said she would pass this along to her supervisor and hopefully they will have someone out here in the next week, we shall see.

Apparently "Guest" is not familiar with the "Maintenance Agreement" between Caltrans and the City of Oakland. Perhaps the City is not familiar with that agreement. As I have been told by both Caltrans and City staffers, Calrans is responsible for areas adjacent to its roadways (onramps, offramps, landscaping, etc. Lessees are responsible for leased parking lots, etc under (or over) Caltrans roadways. And the CITY OF OAKLAND is responsible for sidewalks and streets under (and over_ Caltrans roadways and outside of fences surrounding leased parcels. It is unclear who is responsible for the fences themselves. The mattress reported above is on a "sidewalk" outside a parking lot leased by AKI Parking, so officially it is CITY OF OAKLAND responsibility as is all the other trash on 5th and Webster Place.

Thanks for the clarification Gary. The person I spoke with at Caltrans did make reference to a difference of opinion with the City of Oakland in accessing responsibility for these types of clean-ups, apparently there is a bit of ping-pong that goes on. That person at Caltrans stated that "they" would come out and clean it up. She also stated that "they" come out every two weeks to clean and that's when I let her know this issue goes back to the end of 2012, I've seen no significant clean up since then. I know there's a moving homeless encampment that may be contributing to the problem but more significantly I think there's a lack of supervision of the clean up crews sent to work on this location.

Why on Earth are you closing this issue. The mattress and other debris was still there a couple of hours ago. This is VERY frustrating. Please explain why you closed this issue.

I too do not know why this issue keeps getting closed. Attached is a picture I took of the mattress not 10 minutes ago. I see cleanup has taken place on the other parts of 5th and Harrison but the mattress and all of its accompanying debris still remains.

I notice that this area has become a parking lot for folks shopping in Chinatown and the JLD. During the day cars park any way they can around the pillar and corner at 5th and Harrison obstructing views to this garbage dump. Parking should be prohibited in that particular area for safety as well as health reasons. This dump hidden by all the vehicles that surround it make for a daytime hiding place for illegal activities of all sorts. Get the cars out of that corner, start issuing tickets and this area will not only get cleaned but will generate much needed dollars for the city
