Why would this issue be forwarded to the City.. It's in the COUNTY but theCOUNTY BCC sit as the WCNA to enforce the Comp.plan when alterations to water area are considered.
Is there is a rule that any seagrass that is impacted must be mitigated within the County.
Also in a critical erosion zone and forward of the GBSL. Sending to the City, Is sending to the one making the several violations.

City is not only a municipality within the County, the City project is within the County... Isn't that like asking the fox to watch the hen house? Action: County needs to issue a stop work notice to City. City would need to apply for a development order with county, which would trigger 4.6.1
