Trash containers are in the alley though. Do you mean it’s a blue recycling container or another type trash container other that the city containers? If so then is it a big rented metal container used for demolition or just a regular plastic container you can buy at Home Depot, Lowe’s, etc...?

We do not have an alley on this street. Each residence has its own city-issued garbage container that is stored on their private property.

This issue has been assigned to a Sanitation Inspector for further investigation.
