I would like to draw your attention to my backyard that was dug up by AT&T to fix a broken line. They did so without any prior notice to me. This happened a month ago, on May 31, within a week of my closing. I am attaching a picture for your reference. And yes, it does look pretty bad! It has been this way all month and no sign of anyone burying those exposed lines.

I dont think Morrisville follows SCF. You will need to call them directly, http://www.townofmorrisville.org/
Im also not sure they will do anything. You will probably need to file a complaint wtih AT&T. If that fails, call the state utility commission. http://www.ncuc.commerce.state.nc.us/
Short of that (Im not a lawyer) file in small claims court to have it repaired. Youll need to get an estimate from a landscaper.
