The storm drain in front of the parking booth is clogged. I didn't have time to remove the leaves on my way into work, nor take a picture, but it's on the NorthEast corner of York at Crown.

NorthWest after - no change - this needs a lot of attention. When people were walking up York this morning, they were crossing the street and being forced into traffic to dodge a giant puddle.
Does anyone know who is responsible for gutter cleaning? Is it the property owner, City, or in this case, Town Green Business District?

thanks - I know DPW is backlogged -
so DPW is responsible, say, after a street cleaning to unclog the drains as well? it would appear that years of inattention has led to this gutter needing replacement.
i know town green has taken on curb cuts in the BID during the winter storms, i wonder if there can be a similar case made for clearing storm drains in the summer - it's an economic development (and infrastructure) issue if your BID is in disrepair, people do not feel comfortable walking, and more go to the malls.
