9th Ave N between 3rd ST and Bay St NE is a nightmare. Parking on that street should not be allowed if it is a two-way street. The Stop sign at Bay ST NE is very confusing and poorly placed since it is not a square intersection. When turning right on to 9th Ave from 1st Street there is often no places to pull in if another car is coming from the other direction. And people park to the end of the block at 1st ST making it difficult to see around parked cars for on coming traffic.

9th Ave. goes through an historic neighborhood from 3rd St. to Bay St. NE. The historic cross-section you are complaining about, two-way with one lane of travel and on-street parking, is actually safer than contemporary streets because it doesn’t prioritize automobiles over all other modes. In fact, the things you complain about slow drivers down - reducing the number of accidents and making cyclists and pedestrians safer.

The solution to cyclist and motorist conflict here is to extend the historic cross-section all the way to 4th St., and turn 9th Ave. into a sharrow from 4th St. to Bay St.

Are you certain that is what the officer told you? It doesn't make sense. Assault, in Florida's code, refers to a threat of harm that leads to the victim's fear of imminent harm. The offense does not need to include physical contact between the perpetrator and the victim. However in your situation since physical contact was made then it rises to level of criminal battery, which requires an intentional unwanted physical contact.
