How can this guy be allowed to rent a mini excavator and destroy his property. He started out trying to fix his fence and now he is renting heavy machinery to destroy everything. We give fines if someone doesn't cut their lawn and do nothing when they destroy it? Someone needs to come and see the damage here. He is also disrupting traffic and blocking site drainage.
