Description

Water pools up on the sidewalk regularly and does not dissapate. Additionally, a film is starting to develop along with what looks like fungus (there's a stench to it).

This also happens to be the same location where Ryan homes had come back and installed concrete slabs for the sidewalk after a utility conduit was re-located.
