Description

Vehicle is parked in back of house fully visible from Clisby Place and off alley that runs behind houses. It appears to have rocks stuck under its front wheels to keep it from rolling down a small bank into the alley. It appears to be a dangerous hazard to children or someone who might unsettle the rock.
