To get the car towed, follow these steps:
1. Call the HPD non-emergency line:
713-884-3131.
2. Report the vehicle as abandoned. Be ready with a full description and license-plate info. HPD will need to come out and mark the tires 3 days in a row before towing the abandoned vehicle on the third day.
3. Call HPD 24 hours after the first report. HPD should come out again. They should ticket the vehicle on the second day.
4. Call HPD 24 hours after the second report. HPD should come again and verify that the vehicle hasn’t moved.
Hopefully the vehicle will be gone on that third day. Good luck!
