What on earth are these people thinking? I have a gut feeling that they aren't thinking. Maybe behind the doors when the brains were passed out.

Why aren't the apartment managers encouraged to enforce the no parking outside their buildings? Shouln't it also be their responsibility to work with law enforcement and have ample parking for their tenants?
