Actually that picture shows the west end of Louisiana Street (although Ohio Street is equally neglected by out city government and law enforcement).
It interesting to track back through the photos from several years posing on that location. "Progress" we've seen are:
1. Bulldozing the shrubbery in the mini-park.
2. Delivery of second-hand, pre-graffiti-ed KRail
3. Painting the KRail white to provide a fresh graffiti workspace.
4. Delivering a pile of beautifying rocks.
5. More of the same...
Most sympathy goes the owner of the adjacent house shown in the pictures. When this house was built, the owner put in the large picture windows giving a view across the mini-park - like a lovely front yard -- to the marina and river beyond. Now they give a panoramic view (& aroma) of the trash dump, and soon you'll be able to view the back fences (soon to be graffiti-ed too?) of the tacky-tract housing going up l across Mare Island Way.
