Your above comment "Property owners are responsible for the maintenance of the vegetation both on their private property and the adjacent right of way." is correct but why is the city not informing the land owner of his violation of the code? The city is supposed to issue code violation notices if a property is not in compliance.
Why is nothing being done except passing the buck?
